Optimization and improvement of urban and rural human settlements. The living environment in rural areas has been continuously improved. The construction of 10 provincial-level beautiful countryside has been accelerated, 200 kilometers of "Four Good Rural Roads" have been built, 470 villages have completed the "Household Access" project, and the rural drinking water safety has been attacked. 601 villages have completed the upgrading and renovation of tap water projects, and the domestic sewage treatment projects of 203 rural public toilets and 236 villages have started in an all-round way, taking the lead in implementing the integrated treatment mode of toilets and sewage in the city. Carry out the action to improve the quality of the city, make overall plans to promote the demolition, chaos control, greening and beautification projects, and complete the demolition of 1.905 million square meters; Accelerate infrastructure construction, speed up the Jilai high-speed railway and Qinglan high-speed railway, complete the renovation and upgrading of Wenhua Road by the end of the year, build 6,381 new shanty towns and 2,532 old residential renovation projects, and clean heating gas pipelines will enter 95 villages and 28,000 households, making production and life more convenient for the people.
Social security has been comprehensively upgraded and expanded. The standard of social assistance has been raised in place. The standard of urban minimum living allowance has been raised from 685 yuan per person per month to 740 yuan, and the standard of rural minimum living allowance has been raised from 457 yuan per person per month to 494 yuan. Up to now, more than 82 million yuan of various types of assistance funds have been distributed. The minimum living allowance policy has played an obvious role. Resolutely win the battle against poverty, comprehensively consolidate and improve the effectiveness of "two guarantees and three guarantees" and drinking water safety. The happiness and satisfaction of 12,000 and 19,000 poor people have steadily improved, and decisive progress has been made in tackling poverty. Actively carry out the "Spring Breeze Action", provide 10,390 jobs, conscientiously implement the social security reduction and exemption policy, exempt 206 million yuan from social insurance and levy 33.22 million yuan by half, and effectively solve problems for enterprises.
Education and cultural undertakings have flourished. We will do our best to prevent and control the epidemic situation, take the "six-level linkage" as the overall starting point, constantly improve the epidemic monitoring and early warning mechanism and the joint prevention and control mechanism for major diseases, realize "zero input" and "zero infection" in COVID-19, and hold the "pure land" of Laiwu; Strengthen the construction of clinics in poor villages, 13 standardized clinics and 14 service points have all passed the acceptance test, and the construction of three institutional community hospitals is being fully promoted; Continuously improve the level of medical services, the local medical treatment rate in the whole region has reached more than 90%, and the serious illness has not left the district and the minor illness has not left the town; The implementation of free treatment for severely mentally ill patients, a total of 8168 patients have received free treatment this year; Fully promote the grid of medical insurance, open 45 medical insurance workstations, and equip 787 villages with medical insurance assistants to open the last mile of medical insurance convenience; We will implement the introduction project of famous doctors’ colleges and universities, introduce two key medical projects such as the Second Affiliated Hospital of Shandong University of Traditional Chinese Medicine and five famous doctors’ teams in Qianfoshan Hospital of Shandong Province, so as to better meet the people’s expectations for quality medical care.

Administrative examination and approval services will speed up and increase efficiency. The reform of "one-time completion" continued to deepen, with the promotion of "one-door handling", "one-window acceptance" and "one-network handling", the development of models such as "standard land transfer", "land acquisition and construction" and "use once completed", and the full implementation of "all-city handling" and "mutual recognition of all offices", with 22 industries realizing "one license and quasi-operation", "one yard coverage" and "one license access". We will introduce measures such as tolerance acceptance, peak-shifting handling, on-site service, and delayed service, and implement weekend-free systems to provide more intimate services, and strive to build a first-class government service brand of "All in Quancheng".
